A chair, a board, a chief executive, an investor. The accountability already sits somewhere, and that determines what help is even possible.
Options the board has considered and rejected are the fastest route to the substance. They say more about the constraint than the problem statement does.
Both records are published in full. If the situation sits outside them, that is worth saying in the first note rather than the third meeting.
