Background
Matteo Gatta has spent more than twenty years inside communications businesses, latterly running them. He was Chief Executive of BICS from 2021 to 2024, leading the turnaround of a global carrier whose direct margin, EBITDA and operating cash flow had been falling for several years, and Chief Executive of Scarlet before that.
Between those seats he set network and technology strategy at Proximus — the fibre-to-the-home strategy and the joint ventures that funded it, the active network sharing agreement with Orange, the 5G spectrum positions in Belgium and Luxembourg. Since 2024 he has advised through Gennoor, including nine months of 2025 as Chief Revenue Officer of Unifonic in Riyadh.

Full P&L responsibility for a global communications carrier serving fixed, mobile and virtual operators, enterprises, hyperscalers and CPaaS providers across Europe, Asia, the Middle East and the Americas.
- Reversed several years of decline: 8% CAGR in EBITDA and 6% CAGR in direct margin.
- Held the number one position in mobility and roaming, and moved from sixth to fourth in international voice.
- Built the third-largest hyperscaler partnership globally for communications services, and launched cloud communications, IoT and eSIM, and fraud prevention propositions.
- Carried the post-merger integration of TeleSign and the consequences of the MTN shareholder exit.
2020 – 2021
Director, Strategy, Innovation & Partnerships — Network Business Unit, Proximus
Reporting to the group chief technology officer, with a team of sixty across mobile radio operations, network innovation and partnerships.
- Formulated and launched the fibre-to-the-home strategy, with joint ventures for Flanders and Wallonia alongside Eurofiber/Antin and EQT.
- Negotiated the mobile active network sharing agreement with Orange, reducing radio sites by 40% and materially improving the return.
- Led the 5G spectrum strategy and auctions, securing the Luxembourg position at the lowest total cost of ownership.
